This means Traveler hasn't started. Thus, it wasn't really running which makes sense given that you aren't getting any response.

DO NOT change the Domino Java usage - that is just asking for trouble.

This was already fixed in APAR LO64722, so you need that fix. Also, you could add NTS_AUTO_CONFIG=false to notes.ini and configure the HTTP setup manually (following the setup instructions in the Wiki). This exception was seen before (the APAR) in trying to process multiple internet site documents. If you don't have any internet site documents in your names.nsf, then it could potentially be something else (such as an ACL issue). Either way, you should open the PMR (which is how you would get the APAR anyway) and get it fixed.
